2011 Border Security Act: Due to the severe financial burden placed on the American public for government services rendered to illegal aliens from ALL countries-all recipients of services will be required to present their zip ids along with their encryption card. for ZIP Federal Insolvency Act of 2011: Due to mismanagement of Social Security funds the mounting insurmountable Federal debt, the State of Utah, or more appropriate-the counties therein, have taken back all Public Lands previously owned by the Federal Government. As a result of OUR Congress not being able to live within its means and violating OUR Constitution in particular regarding AIDING AND ABETTIING THE ENEMY, the State of Utah will issue Congress an ALLOWANCE to be the sum of not more than one third of each Zip amount collected by the state. In order to give each Zip ID the right to equal representation as far as State and Federal Budgets-the following Constitutional obligated services have been listed for YOUR ALLOCATED per cent.

Retirement income fund would be invested in the Utah Oil Fund.
All ex Federal taxes on fuel etc would be reviewed for need and allocated to State budgets
and added to the state revenue.
Revenue from Public Lands would contribute a matching 15% to the National Debt.
