We have one rule for equal self representation one person one vote, which translates in equal ratio from one equal population district to another.
Citizen to citizen and population to population in three levels within the State, 163 State House Districts of equal number, 34 State Senate Districts of equal number, and 8 Federal Congressional Districts of equal population to population numbers.
Every individual vote that we cast for our Representatives takes place in every equal population district within the State and every registered voter within the State votes from within an equal population political district to keep our votes equal wherever we live whether in any city or in any county throughout the whole State.
The political districts are necessary to keep us equal and the Supreme Court has made a decision that bears this out in 1964 the Sims VS Reynolds case.
All People residing anywhere throughout the State, are held to be equal as long as the population districts are of near or equal number. This does not violate the one person one vote rule. In fact it supports and implements it.
In the course of normal legislation creation, our Representatives make deliberations and cast votes in the general assembly on our behalf.

What form should be taken to ratify or finalize that citizen to citizen deliberation decision once the normal form of an equal representative body has been removed? Using only a direct popular vote throughout the whole state deprives us of that direct vote self representation in equal population to population discourse as we had before, by excluding our absolutely necessary to be included vote from an equal population to population representation.

The only thing that makes democracy great and delivers us from a tyranny by the majority is equal representation in equal population to population confirmation, by our chosen representatives, or by ourselves in direct vote within each of the 8 Congressional districts used to intitiate the ballot question.
Without the inclusion of concurrency by our own direct self Representative vote in every equal Congressional district 6 out of 8 in simple majority, a tyranny of the majority deprives us of equal representation, every single one of us.
